Nothing has changed on the hardware, the PC only has a 40 second delay in starting, everything else works.

I have already told you many times that with the original bios the PC turns on without delay but gets stuck on the HP logo and restarts in a loop, with another bios the PC turns on with a 40 second delay, so YES the problem is in the bios.
