My macbook A1990 with t2 chip have user password. I reinstall the mujave 10.14.. The process didn't comlete.. Now its not boot again.. It's stuck on thr recovery logo to download form the internet.. And no boot from flash drive.. I want to enable the external boot and select the no Security from the security utilities.. How to go to the security utilities.

You need to specify the password for macOS or BIOS...
can provided more photo or video problem.
