yes trying to change serial, I have EFI pass, but when booting via internet recovery mode, system disabled. can not get to disable security boot

My macbook A1990 with t2 chip have user password. I reinstall the mujave 10.14.. The process didn't comlete.. Now its not boot again.. It's stuck on thr recovery logo to download form the internet.. And no boot from flash drive.. I want to enable the external boot and select the no Security from the security utilities.. How to go to the security utilities.
