Dell abnormal voltages appear in 3.3v/5v

anybody is hear can you help me
in dell 3521 motherboard no cedar 13269 ,getting abnormal voltages like instead of 3.3v we are getting 3.9v
instead of 5v we are getting 5.4v
resulting not able to on laptop ,
i replace ,3.3v/5v output regulator, i/o
