it is normal this is AMD platform not Intel

I understand it is AMD. However, I am using a NEW BLANK CHIP (Empty). The motherboard SPI controller needs the Platform Table / Flash Descriptor at Offset 0 to map the BIOS. Your file starts with FFFF, which only works if the descriptor is already on the chip. Do you have a Full Programmer Backup (128Mbit) that was read from a working board?
