Attached is a BIOS backup from a third laptop that does not have a password-protected BIOS.
It also has a 5 MB BIOS backup.
I don't know why the size is so small, but it's probably fine.

For the password-protected laptop, I tried downloading the file/BIOS from this thread called HP ProBook 6470b (6050A2466401-MB-A03.bin.
I renamed it on the flash drive E:\HEWLETT-PACKARD\BIOS\New to 68ICE.BIN and deleted the original 5 MB file/BIOS.
1) I turned off the laptop.
2) I pressed and held Win + B + POWER
3) the laptop turned on and started loading from the flash drive
4) after an automatic restart, an ERROR 500 message

Can you help me?
I don't know what to try anymore...

I think I know why the exported BIOS is only 5 MB.
All original HP BIOS installers that allow you to back up the installed BIOS have only a 5 MB Rom.bin file inside the archive named 68ICE.CAB.
No BIOS version downloaded from the HP website for the 6470b notebook contains a different size Rom.bin file.
If this file were 8 MB, I think that the backup of the installed BIOS would also be 8 MB.
For most BIOSes from the HP website, I have to rename the .RAR archive from 68ICE.CAB to ROM.CAB and then it is possible to back up the current BIOS.
I don't know how other users managed to get a backup of the current BIOS in 8 MB, but with original HP BIOS installers it is simply not possible.
That's why I'm asking about another solution/program that can back up the BIOS to the required 8 MB.
To make sure you believe me, I am attaching the unpacked original installer of the latest BIOS (F.74) for the ProBook 6470b notebook. There you can see that in the 68ICE.CAB archive there is a Rom.bin file of only 5 MB.

Does anyone have an idea how to solve this and get a backup of the current BIOS of 8 MB?

Is there no way to edit the 5 MB backup to an unlocking one?

P. S.:
I also tried to run the installation of a new BIOS after creating a backup on a USB flash drive.
I turn off the laptop, press and hold Win + B + POWER and loading from the USB flash drive ends with error 500 (it does not ask for a password).
