    To erase the BIOS password follow these steps:
    1. Turn OFF the computer and unplug the power cord.
    2. Locate the CMOS & Password Reset jumper.
       
    3. Move the jumper to pins 3-4.
       
    4. Wait approximately 10 seconds and then return the jumper to pins 1-2.
    5. Plug in the power cord and turn ON the computer.

I already tried four BIOS above for HP Envy Recline 23 but no success. Are you sure these 4 BIOS files above, on top page, are compatible with HP Envy Touchsmart 23 AIO PC?

it shows that the problem is not coming from the BIOS, you can try 10 more BIOSes, it makes no sense, in my opinion you should focus on testing the hardware
