Ask HP EliteBook 2740p, bios 68COU v.f.60 - Warning!! - machine is not in committed state!

Hi, can anybody help mi with this problem "Warning!! - machine is not in committed state!" - I did'nt change mainboard but only HDD to adapter with mSATA and I increased RAM.
I upgraded BIOS too.

Sorry for possible errors - I'm first time on this forum.

Thank You for Your answer, but my problem - after I select USB key, directory Brand11 and I press enter on Bootx64.efi I see black screen with cursor on left up corner ... and nothing more. After 3...4 minutes computer is autmatically restarting. I tried Brand 11, 12, 13 - all the same.
