Ok I will try it out, the user turned the computer off while it was updating as it seemed frozen so he came to the conclution to force turn it off, I just hope is not the EC as it's a nuvoton NPCE68A, a very hard to programm.

If so, then it must be a BIOS MAIN problem, why EC?

Because the EC is the one that controls almost everything: battery charge, power on sequence, power good signal, power on signal (power button), power source switch, if the EC firmware is fucked up not even god can turn that computer on, even if most of today's cpus are SOC the EC is the boss.
