The motherboard has 3 volts and 5 volts present, but the PC does not turn on...

Can you share the EC Bios of the ITE 5571E-128 CXA?

I also need to clear the original main BIOS (attached).

(I have already tried with the vinafix main bios and the PC still does not turn on).
