i have an experience for example, years ago, have a macbook air a1466 (efi lock), after change the bios, efi lock and icloud gone. but have a same symptons, cannot enter osx. today i got the same problem. but from the start, it cannot enter osx, ssd in good condition. i think should be have a problem in bios. any suggest?

You need keep old bios only remove password.

but my question is, why cannot replace new bios? or replace from another same macbook's bios?
