I tested your BIOS, but unfortunately we have a different issue. The laptop goes directly to the Dell logo and stays there. The power button becomes unresponsive, so I can't force it to shut down and it remains stuck on the logo screen.
Both the CPU and the GPU are heating up, so they appear to be powered correctly. I originally uploaded my old BIOS dump to the forum, and someone repaired it and sent me the modified file. Unfortunately, the behavior is exactly the same with your BIOS.
