This BIOS is definitely not for the FB0028NR model. Data structure differs radically.
Besides, the file you've attached is F.05 version, while FB0028NR never ever had such BIOS version at all.

This is just an empty F.16 BIOS file. Notebook don't boot with these empty AMIUCP extracted dumps. No video, no reaction.

I think you need to check the AMD chipset. According to me, it's not a bios error
