On the first attempt, I have also realized. It's an empty file, but when I open it in the hxd editor, I can see file offset 40000. It started the data inside in this file .. this is programmable ec also it's ec bios as per board view and schematic of this board also it's sda scl connection goes to smsc ec

it's not BIOS data, it just manages some device near it
you can remove the chip as well then check the results to see what effect it has after removing

Yes sir ,, i am sure it's EC spi which connected with SMSC 1322 , when we remove it then it's power off due to ACPI state function data not collected by EC
