With this model the bios downloaded from the toshiba support site can be flashed just like that to the bios chip, there is a header next to it where POGO pins can be connected and flash it without desoldering, the machine type and data is stored on another EEPROM just under the SOC heatsink.
This model suffers from the SOC stoping working and it has to be changed with rework as it's soldered to the motherboard (if you have no video with fan running it's most likely a broken SOC) reflashing the bios will reset the TXE (management engine)
