M2 does not work with clearme bios

when RTC battery and main battery is connected, it boots only once. after shut down will not boot again. i need to disconnect RTC and main battery to restart. original bios is attached. might need to fix bios or clear me.. kindly help

still same only powers on once and second time need to disconnect batteries, but one more problem start, it boots only to bios setting when power on. kindly help
