GPU: N18E-G2-A1
Board: GA-RP65X9
Model: GIGABYTE AERO15 X9-9RT5 I9-8950Hk RTX-2070
History: Lines on the bottom of the screen as pictured.
Tech replaces LCD with the battery and power removed, same exact model screen.
Laptop will not charge or turn on any longer.
GPU side resistance is 0.096 Ohms with MESR-100 ESR Meter with the probes zeroed.

Sorry to waste your time guys, at least I learned that such GPU resistance are normal, that's incredible. The PCH was shorted. After going through all coils and power rails as reported below for future repairers, the 3.3VA resistance was 16 ohms. How obvious. Schematics available on ZinZhiZao.
