With these BIOS 32 and 16 the machine is not heating the processor.

I used the BIOS you posted and the machine started to heat up the processor, but it doesn't show the image or responds to lack of memory or video card.

After removing the 4-Bit EEPROM, the machine started to emit an audible warning of overheating when the heatsink is removed or lack of processor when removed.

Behind the board there is a third EEPROM U2 (MX25V4035F) I believe it is part of HP Sure Start and is corrupted. Can you check for corruption or do you have a BIOS lying around?

this is not BIOS it just manages a device near it you don't need to care about it

even when you remove it the computer still has the normal image.

you just need to program a new 32mb BIOS if same problem then need to check the hardware
