It's not EC with the new HP model it always has more BIOS like 32mb with 16MB more, 16MB with 8MB more, 8MB with 2MB more...
Usually these chips don't need programming

It has nothing to do with the BIOS and must be 8MB ?

The only work I can recommend is to try another 16MB BIOS if same result that BIOS is good next check hardware normally northbridge chipset will manage RAM
