Hello, I am trying to repair this computer. It does not enable the 3.3 V, I have the 5.V (The Charger LIGHT does not turn on)

There is NO schematic.

I have tried to change the AWV (SY8286A), there is no short.

AWV Measurements:
PIN 1 (BS) 2.85V
Pin 2, 3, 4, 5 (IN) 19.5V
Pin 6, 7, 8, 9, 10 = 0V
Pin 11 (IN) = 4.45V
Pin 12, 13, 14, 15 = 0V
Pin 16 = 0V
Pin 17 (VCC) = 3.3V
Pin 18, 19, 20 = 0V

Power supply: 19.5V - 0.005/0.007 after a few minutes it drops to 0.000.

I think it is Under (BS) and Pin 12 should have an activator, pin 1 BS goes to this CHIP but I can't find out which one, could someone help me identify this Chip?
