BIOS Pulse 16 AI C1VGKG-065US MS-15P3 MS-15P31

I've tested the BIOS in the title, but no luck. Attached is the original BIOS backup of the device.

The laptop turns on, the CPU fan spins, and the RGB keyboard lights up. It draws about 500mA, but no display. It could be an ME Region issue—could anyone help me clear the ME region?
