Macbook Pro ASD TIM Test Failed - Theta dh too high

I have a 10,1 Macbook Pro that the Apple Service Diagnostic is reporting test failed for the TIM Test 75 percent GB - Theta dh too high. I tried reinstalling the guard/heatsync band with new thermal paste but the issue persists. Does anyone know what is needed to fix this?
