i have HP envy touchsmart m6, it switches off when about to boot OS win7 or 8, will stay on bios for ever without switching off, i have flashed kb9012 and bios still same , please any fix?

hi, i have dell xps 12 9Q33, i just bought the motherboard and was working with fan high and very slow,then decided to flash bios from dell after flash complete cannot display, just display dell logo and immediately switches off, i have used bios file from here no luck, i clear ME on original bios dump and the onw i downloaded from this forum, still no luck, what can i do
