original bios missing this bios with display but tuch screen not working can u help me with this

just checked with those 2 bios but no luck same ...no power and taking only 0.139 amps max and then back to 0.80 amps and stays there ....no even fan spin any update ? can you do something about this?

not turning ON on the bios you rebuild as power button blinks but not taking load then I tried with old bios works but same stuck at the recovery loop
