Asus N61VG stucks while rebooting

Hello, guys!

I have a problem with Asus N61VG laptop (rev 1.1 on MB), BIOS ver 207.

When I put it to reboot - it shut down all peripherial devices (HDD, USB, LCD) but CPU fan live working and power led is ON. Power current is 1A.

When made a shutdown or a sleep - all okay and all power goes off.

It's not a software problem - because i've try several SSD/HDD with different OS. Even from live CD if I choose reboot - it stucks.
I was trying to heat chip INTEL (south bridge) and GPU - no good.
Bios was updated from offsite to version 209 and when I saw its not helped - wrote a dump to flash from Vinafix :). No luck. Multi controller ITE IT8502E has no software and ME region.
Mother board has no liquid or mehanical damage.

Maybe somebody know difference between commands to shutdown and reboot?

You mean it had a reboot problem
and
shutdown normal ?
 
No, laptop wasn't repair before (even compound around chips is on place.

BIOS was original (ver 207). From official site was downloaded 209 and updated succesfully from ASUS FLASH utility.

After that dump of BIOS from here
(verciaon 207) was uploaded to chip with programmator.

bios Original have save or not ?
 
I reflash BIOS with your file. But no good changes.
And on every booting under logo shows
SETTING UP DEVICES

I filmed a video what I have.
